I think TSU is better simply because I have been on Fisk's campus and they dont have the welcoming attitude that you would get at Tennessee State. Fisk is a good school, dont get me wrong, the caliber of faculty and staff is great as well as it is at TSU. One difference between Fisk and TSU is that Fisk is private TSU is public. Private schools tend to be more conservative whereas public schools are more liberal. Thats why if you were to ask anyone from Fisk about TSU they would say that it is a party school and if you were to ask anyone from TSU about Fisk they would say that they are stuck up. Its all nothing but stereotypes.
